Otley were undone by four cruel bounces as they slipped to defeat.
The first was partly of their own making when they failed to catch the Park kick-off, getting themselves under pressure and conceding a penalty scored by winger Tom Leader.
Otley hit back as fly half Mark Ireland kicked two penalties but, despite their apparent superiority, they were unable to break a stubborn defence.
On 22 minutes, a hack at a scramble on the Otley line saw fly half Chris Collins dive on to it and Leader converted but Ireland continued his good work with two more penalties.
On half-time, Andrew Ril-ey kicked ahead, the bounce again deceiving the cover, allowing the winger to score and Leader added the extras.
Two more penalties brought Otley back into the game but a charged-down clearing kick hit prop George Hymes on the chest to bounce back and sit up for him to gather and score, Leader converting.
The home backs had found handling difficult throughout but the whole side ran strongly and No 8 Matt Lamprey crashed over before Otley, breaking from the 22, saw centre Chris Gemmell touch down.
Park had the last word with a try for lock James Lloyd.
