Chester defended desperately at times with City camped in their half for the final 30 minutes.
The best opportunities came in a frantic finale as Chester keeper John Danby blocked an Omar Daley shot with his legs and then superbly denied Graeme Lee in stoppage time.
City will look back on a catalogue of nearly moments but this was definitely two points dropped in the desperate scramble at the top of the division.
