Fleming was again the provider, with his his cross finding Richard Bull, who placed his shot perfectly to give Pool the lead.
Their advantage was soon increased when man of the match Waite headed home Fleming's perfect cross.
Despite Town's efforts to get back into the match, Pool, led by outstanding captain Jordan Wagstaff in midfield, gave them no time on the ball as they lifted the trophy for a third time.
Meanwhile, Field have pulled themselves away from the fringes of the relegation battle into mid-table with two home victories.
They beat Pool 1-0, with Tom Ponter getting the goal, and Knaresborough Town 4-3 via Glyn Hirst (3) and Kieran Suddards.

Second-placed Rawdon Old Boys bounced back from a 2-0 defeat against Carlton Athletic in the West Riding County FA Challenge Cup semi-final at Fleet Lane with a 3-1 home success over Featherstone Colliery, courtesy of Ben Durrant (2) and Tom McMillan.
A Lee Reilly brace and a single by Dan Moriarty were not enough, however, for Oxenhope recreation, who went down 5-3 at home to Kippax, despite drawing 2-2 at half-time.
Michael Haran's goal was all that Baildon Trinity Athletic could manage in a 3-1 Division Two defeat at third-placed Newsome.
Pool's hard-fought 4-3 home victory over Robin Hood Athletic gave them hope of survival in Alliance Division One, but were pulled back to 3-3 from 3-1.
