Dean Windass should finally become a fully-fledged Hull player next week.
His protracted move from City remains in limbo because Tigers chairman Adam Pearson is currently away on holiday.
But he is due back over the weekend and both clubs will then be looking to get the deal done quickly.
City supremo Julian Rhodes revealed last week that the two sides were getting closer after Hull had revised their original offer.
"I believe Bradford and Hull have reached agreement on their terms but I haven't spoken to Adam Pearson yet," said John Hendrie, the striker's adviser.
"Deano is waiting for a call from Hull to say that talks will re-start but that won't happen now until Adam is back. The simple fact is that he is away at the moment so everything is on ice."
Windass, who scored eight times for Hull during a four-month loan spell to keep them in the Championship last season, has two years remaining on his Valley Parade contract. City are thought to be holding out for an incentive-based deal that could rise to £250,000 depending on appearances.
Hull boss Phil Brown said: "There are about four or five deals in place for new players into the club but there are a lot of things that still need to be done."
Meanwhile, winger Ben Muirhead has made a permanent switch to City's League Two rivals Rochdale.
Like Windass, he caught the eye of his future employers while on loan and scored twice in 12 games - only finishing on the losing side once.
Muirhead made 125 appearances over four years for the Bantams but hardly featured last season, starting only one game at Carlisle on New Year's Day.
Steve Schumacher was the first of the ten players released by City to get fixed up elsewhere when he joined Crewe.
