SIR – The Ombudsman says the demolition of the Odeon (pictured), which must be a precursor to the development of New Victoria Place, cannot take place until the Council-specified S106 agreement has been agreed and the developers are able to conform to the financial obligations.
It is now 15 months since the developers were charged with fulfilling these conditions.
I believe the current indications are that it will only go ahead subject to a massive input of public obligation and finance.
If public finance is to be used, then it would be better-directed towards retention of the existing building rather than subsidising a private company.
Councillor Green says nobody has come forward with a plan. I remind him that Bradford Odeon Rescue Group did, with finance to purchase the building plus potential development finance, but Yorkshire Forward turned it down on the basis of a legally-binding agreement with Langtree.
So what was the point of this legal agreement if it can now be ignored with impunity?
