SIR – It has been reported recently that the Home Secretary will increase the penalty for using a knife in a felony from 15 years to 25 years.
One has to question the reasoning behind this change.
As far as I can see, the reason for an increased sentence is as a deterrent and, as such, he must have considered that such increases work.
And herein lies the problem. If this is the case, how can he not justify bringing back hanging?
