SIR - History has a habit of repeating itself.
We have a Labour government that has had a change of Prime Minister and circumstances in which the Government says it is going to be tough in imposing a low pay settlement on the public sector employees, whose unions want a higher settlement.
When the Labour government of Prime Minister James Callaghan wished to do the same, in the late 1970s, it led to that known as the Winter of Discontent.
