SIR – That the 95 enforcement officers have been subjected to an average of 14 instances of some form of physical violence per year, is an indication of the degree of uncontrollable frustration felt against council policies and the officers’ lack of expertise in assuaging it (T&A, December 26).
The 138 “verbal” attacks per year reflect the resentment which is but a fraction of that instigated by the all encompassing cameras for technical offences and genuine mistakes.
In this respect the Council’s whole system is fundamentally wrong in that it promotes mandatory punishment, and considerable financial short term gain,rather than fair minded conciliation.
When enforcement was by individual police officers who were empowered to use their discretion, they were respected and order was not at the expense of society’s goodwill.
Bradford Council desperately needs this good will from its mainly older residents with disposable incomes. The foregoing is a major reason why they are not getting it.
