SIR – It does seem that the new City Library in the centre of town is a huge success, well-used by all sections of the public. As one influential supporter says, the library is busy and buzzing.

A modern description?

Public behaviour seems to be a problem from crying children, noisy toys in the infant section, the use of mobile phones, loud conversations to at times heated arguments.

Apparently there are rules, but the staff seem reluctant to impose them.
