SIR - I see that the Government is having second thoughts about the detail of the proposed Climate Change Bill.
Rather than insisting on annual targets to concentrate the mind, it seems the preference is for long-term ones as they think annual targets can have negative effects.
It is a pity that it didn't take the same view with the league tables for schools, the health service and local councils.
In this case they know the UK would be seen as a country with serious weaknesses, if not failing, in a European table of climate change performance and it would reflect poorly on their priorities.
