Residents have been left sickened by flytippers who have left a mountain of rubbish - including potentially-deadly asbestos - near their homes.
Brian Hughes and his brother Alan Parkinson, who both live in Rouse Street, East Bowling, Bradford, say the illegal dumping has continued for weeks near to a former mill.
Old refrigerators, tyres and trade waste, including the asbestos, have been left only yards from where children like to play.
Part of the rubbish has been dumped on public land and it has been cleared by Bradford Council.
But the Council has had to trace the owner of private land, where rubbish has also piled up for more than six weeks, to order that is also cleared.
Mr Hughes, who has two children aged three and ten months old, said he is at the end of his tether by people who treated the area as a dumping ground.
He said: "I just feel like I am banging my head against a brick wall.
"I have lived on this street for 16 years and it is so frustrating.
"People who drive down the street will think that this mess is being caused by us when its actually being left by outsiders who come down here to use our street like a tip.
"They seem to think they can come here, dump their stuff and go back to where they live. I am scared to let my children play out. You can visibly see asbestos down there. I just feel like we are fighting a losing battle."
Mr Hughes and his brother successfully contacted the Council to get part of the rubbish cleared away but they are facing a lengthy wait as officials order the mill's owner to take action.
A Council spokesman said: "We have removed the rubbish that had spread on to the highway and was causing a hazard.
"The rubbish that is within the mill site is the responsibility of the owner of the mill. We have traced the owner and are taking action to have the rubbish removed.
"There is some asbestos there but it is on the private land."
