The owner of a car wash, which has been operating without planning permission, has been given until next Monday to take action before Bradford Council considers legal action.

The Council refused a retrospective planning application which would have allowed the Dr Shine car wash in Keighley Road, Manningham, opposite Lister Park, to continue operating.

It has now said it wants the business owner to take action to address concerns raised before its deadline of February 27.

Council planners said the business, which has been renamed Persia Car Wash, did not have adequate car parking and could lead to traffic queueing on the busy Keighley Road, close to a pedestrian crossing.

It was stated by planners in January that the car wash signs detracted from the character and appearance of an adjacent listed building and the St Paul’s and North Park Road conservation areas. They said in their judgement: “The car wash use is therefore detrimental to the character and visual amenity, having regard to the poor-quality materials, design and siting of equipment.”

When approached by the Telegraph & Argus on Friday, 33-year-old Khalid Abdullah, of West Bowling, who owns the car wash, indicated he had lodged an appeal against the Council’s decision, but said he did not want to comment further.

He previously told the T&A he had bought the Dr Shine car wash from a friend for £2,200 and renamed it Persia Car Wash, believing it to have had the relevant planning permission.

A Bradford Council spokesman said: “They (the car wash owners) have a deadline of February 27 to take action, after which legal action will be considered. They still have a right to appeal to the planning inspectorate against the Council’s decision to refuse planning permission.”

A spokesman for the planning inspectorate said it had received notification of an appeal and the paperwork was being verified.
