A policy review has been ordered by the commander of Bradford South Police after Vice Squad officers contacted a woman’s boss when she was seen innocently driving in Bradford’s red light district.
Anne-Marie Carroll, 45, an actress with the Bradford Catholic Players, had been on her way to a rehearsal in Rebecca Street when her car was spotted.
A warning letter about kerb crawling was then sent to her employer, the Carroll Cleaning Company, which is run by her twin brother, Nicholas Carroll.
It said the details of the circumstances in which Mrs Carroll was seen would be kept on record unless she objected, and that she should speak to officers so they could confirm she had not committed an offence.
The pair have welcomed the review of policy, which has been commissioned by Bradford South Divisional Commander Chief Superintendent Alison Rose.
Mr Carroll said he was now confident “decent Bradfordians can travel to and through all areas of the city without fear of being inappropriately labelled a kerb crawler”.
Chief Supt Rose said: “I have had a very useful conversation with Mr Carroll and he has reinforced the fact that respectable, law-abiding decent people have to tolerate this harmful and unpleasant situation.
“I have apologised for the circumstances in which Mrs Carroll received the letter, it was a genuine error on our part and I have commissioned a review of procedure prompted by this particular case. We are determined to get this right.
“This is a local problem for Bradford in that those who do involve themselves in kerb crawling are generally men from the area. They will remain the focus of our work.”
Mrs Carroll said: “I am absolutely delighted. I think we haven’t to forget there are far more law-abiding citizens than there are kerb crawlers, and we have to keep the balance.
“West Yorkshire Police has listened and that was the reason we complained.
“It is really important we keep these areas accessible for normal, law-abiding citizens. I think it will have a positive effect for the community and people won’t be afraid to travel around the streets without being accused of kerb crawling.”
