Bradford's biggest social landlord is set to undergo a major shake up.
Bradford Community Housing Trust (BCHT) is considering the restructure of the group which could see its six subsidiary social landlords merge to form one single property-owning landlord.
Under the shake-up the 27,000 properties owned by the six trusts would all be transferred to one trust that would operate as an Industrial and Provident Society and a not-for-profit organisation.
The six subsidiary landlords are: Aire-Wharfe Community Housing Trust, Bradford West City Community Housing Trust, East Bradford Community Housing Trust, North Bradford Community Housing Trust, Shipley Community Housing Trust and South Bradford Community Housing Trust.
The Trust proposes to set up Local Management Trusts in each of the six existing areas.
The Local Management Trusts, made up of tenants, would oversee key housing functions including investment and regeneration and service development.
By making the changes the trust aims to reduce costs and increase tenant involvement.
Mike Stocks, a tenant and former director of South Bradford Community Housing Trust who resigned from the board said he had grave concerns about the proposals.
"I have grave concerns because it means we will be going back to an ivory tower approach which is exactly what we had with the council," said Mr Stocks.
"I am also very concerned that all the stock will be owned solely by one trust."
The Bradford Community Housing Trust Group took over Bradford's council houses from Bradford Council in 2003.
It paid the Council £70 million.
Bradford North MP Terry Rooney said the move to merge the trusts was long overdue.
"This will dramatically reduce the wages bill for the trust and that can only be a good thing for the tenant," said Mr Rooney.
"I am also concerned that a significant number of tenants appear not to have received the letter outlining the trust's proposal," said Mr Stocks.
A spokesman for the Trust said they had sent the proposals to their entire tenant and lease-holders database
The decision must be approved by Bradford Council the Trust's regulators and its funders.
If given approval, the changes would take place within the next 12 months.
The closing date for views to be expressed is Friday, February 17.
