Halifax have launched an inquiry into the chaos which saw some Bradford Bulls fans locked out of Sunday's derby at the Shay.
The Blue Sox had earlier announced that they would be opening the new south stand enabling the capacity to rise from 7,500 to around 10,500 but on Saturday rang Odsal officials frantically making the match all-ticket at the reduced capacity.
Now Calderdale Council claim they sent two faxes to the Blue Sox on Friday ordering them not to use the stand and that its safety team would not be re-inspecting the new structure on Sunday as the Halifax club were still suggesting on Saturday afternoon.
They say they visited the ground on Friday morning and insisted, among other things, that further concreting be cast around the exits which would have taken days to harden and because of the tight deadline could not have been properly tested.
But Blue Sox chief executive Nigel Wood said the faxes did not arrive on his desk until Monday morning and he was investigating what had happened to them.
"We wouldn't have worked throughout Friday night and Saturday to get the work finished if we had known that it wouldn't be re-inspected in time for the Bulls game," said Wood.
The game attracted a capacity 7,566 crowd with congestion at the turnstiles and reports of many fans turned away.
