The £39m plan to build Yorkshire new headquarters at Durkar has virtually been ditched by Wakefield Metropolitan District Council.
They say the scheme has been delayed by prolonged talks between the county club and Headingley owner Paul Caddick over their future at the Test ground.
Wakefield Council's controlling Labour Group are recommending that the plans to relocate Yorkshire to Durkar should be put on hold because no further action on the project could be justified at this stage.
Their recommendation means that the outstanding public inquiry into the planning application for a new cricket stadium in Wakefield is not now necessary and the Planning Inspectorate is to be informed.
Council leader Councillor Peter Box said: "We are leaving the door open for further talks with Yorkshire and would still very much like to see the club establish a new home in Wakefield.
"But we have to take a responsible view and we cannot justify spending council taxpayers' money until we are sure this scheme will go ahead."
