Kris Hopkins, Conservative training sub-committee spok-esman, claimed that Labour councillor David Green, chairman of the powerful regeneration commitee, which is responsible for the training centres, instructed council officers to stop him releasing the report.
Mr Hopkins had demanded the release of the report written by the LCCI Examination Board, despite the Labour concil's claims that there has been no cover up.
Referring to Bradford Council's standing orders, Cllr Green responded by saying that: "The report has not been released because it could influence any future actions or disciplinary proceedings against staff."
