Organisers of Pool-in-Wharfedale's appraisal are hoping for a cash injection to ensure every resident can have their say on the village's future.
Members of Pool 20:20 Vision, the steering group leading the wide-ranging survey into the needs and assets of Pool, have paid for the project from their own pockets.
But at a public meeting to launch the appraisal, chairman David Mortimer said costs had to be met.
He said it could be a vital document to make sure Pool got the best from proposals in the Leeds Unitary Development Plan (UDP).
But he told more than 50 people gathered in Pool Methodist Church hall: "These copies and everything done so far came out of the pockets of members of the steering group.
"We estimate that if we were to do a survey like this professionally, it would cost around £15,000. On the basis we are doing it, it costs about £600 and until we get something like £600 to fund more copies, nothing can be done at all."
Mr Mortimer said an application for funds had been made to the Yorkshire Rural Community Council (YRCC) - which introduced the appraisal - and that Pool Parish Council was considering how to help the group.
Pool 20:20 Vision aims to distribute the questionnaires to more than 600 households once they have funding.
