Sutton and Skipton are the only local areas where voters will get the chance to pick new town or parish councillors in this week's polls.
All seats on parish councils in Oxenhope, Silsden, and Steeton with Eastburn are uncontested and will be retained by the current members.
A later election will have to be called in Thornton-in-Craven where there was just one candidate - Bryan Bailey - for five vacant seats.
That means the village does not have a quorum to co-opt further members, so the whole process will have to be gone through again.
Sutton residents have been split in reactions to a plan for 25 new homes on land next to the baptist chapel.
But there was widespread support for moves to seek a £200,000 lottery grant to restore the Edwardian Park, built in 1912.
In Skipton three town council wards are being contested - central, west and south west.
Dog dirt in the High Street and on-street parking problems are two of the major complaints from residents. There has been a call for local people to show more civic pride.
Action is also being demanded to clamp down on people who gather in Holy Trinity Church yard to drink alcohol, mostly at night. Protesters have said new by-laws are needed to make the drinking an offence.
