Head teachers wanted rid of schools reorganisation leaders before Christmas, a leaked document reveals. Minutes from a December 1999 headteachers' meeting have been leaked to the Keighley News.
They show a vote of "no confidence" against schools leaders was made. Those present were also told that told that a manager for building projects would not be appointed until spring 2000.
This meant 130 projects would not be finished by September 2000.
Angela Drizi, head of reorganisation was then asked why reorganisation happened in 1999.
Her minuted reply is: "Losing staff and pupils and sustaining morale over a longer period of time would create even more problems."
Teachers were told the council controlled building programmes, not the LEA.
The LEA "had been asked not to impart this information previously."
The issue of unplaced staff was also raised. The fate of administration staff at schools closing in July, without jobs to go to, was also questioned.
"If they do have jobs to move to, who will complete the tasks then?" read the minutes.
LEA officers stated that "would not be made redundant," but given posts to match their skills.
Angela Drizi was asked: "If there would ever be a time when funding levels would be such that there would be confidence in setting budgets and employing staff."
Angela said she was not sure there would be a time, say the minutes. But she added there was a "desire and commitment" to inject "as much as possible" into budgets.
She was then reminded the purpose of her visit was to reassure members.
The minutes continue: "Angela Drizi responded by saying she believed in being honest and straight and was sorry if it didn't give the reassurance needed."
A spokesman for Diana Cavanagh, Bradford's education director, says she had "no knowledge" of a vote of no confidence.
A Bradford schools executive says she is happy to be grilled on the schools reorganisation.
Cllr Susanne Rooney, executive member for education is willing to meet Tory demands for a question and answer session.
