Three Keighley councillors want to hear at first-hand local people's complaints about council staff.
Bracken Bank councillors Lynne Joyce, Steve Thomas and John Prestage, who attended a neighbourhood forum, urged residents to phone them with problems.
Councillor Thomas told residents: "It angers us when you go into the housing or highways offices and you just get passed around. It's something we take seriously."
Councillor Joyce said the Council had a commitment to customer care, and staff were supposed to be trained to deal well with the public.
She added: "If they're stepping out of line then we can get one of the few perks about being a councillor, and step on their heads."
