Villagers in Bradley say they are concerned about the introduction of wheelie bins.
Craven District Council plans to introduce 14,000 wheelie bins across the district during the next year.
CDC operations manager Gregory Robinson told Bradley Parish Council AGM: "They are safer for refuse men. There's less chance of injuries from lifting heavy bags or bins - and bags often contain sharp items like syringes."
He said elderly or disabled people and houses in places unsuitable for the bins would be reprieved.
Residents will not have to move their bins out to be emptied until they are full.
But villager Dorothy Holmes said: "A few of my neighbours are over 80 and only have half a bag of rubbish. It's going to take them four weeks to have a full bin."
Mr Robinson said smaller bins could be issued or neighbours could share them.
