"Is anything ever going to happen at Odsal?" is a cry that's becoming increasingly heard across the district more than a year after Sterling Capitol won the latest round of bidding to develop the site.

With the five-year Superdome fiasco still fresh in people's minds, it is not surprising that many are concerned that another 15 months has passed since the new scheme was selected and ostensibly nothing has happened.

After the collapse of Superdome the Council expressed determination that it would not allow such a farce to happen again and that Odsal would not have to wait five more years for redevelopment.

The Council started off in the right vein with a set of strict conditions which Sterling Capitol had to meet to prove they were making progress over the first six months. The company did indeed make some progress, but after six months the Council relaxed its controls and merely told planners to "continue working with" Sterling Capitol.

As a result, although further progress has been made, the terms and conditions surrounding the performance of the scheme have become blurred and with the changes in the Council structure, public reporting on progress has all but been lost in the new system.

The Council must stop hiding behind "confidentiality" and must come clean about exactly where the scheme stands and when further progress is expected. The issue must be put back on the public agenda so the people of Bradford can know precisely what controls are now in place to prevent a repeat of the Superdome fiasco.
