From the Telegraph & Argus of August 25, 1975...An extra amount on income tax, allocated to local councils, is suggested as an alternative to the rating system by the Bradford Metro Residents' Federation. The federation put forward the suggestion in a letter to the Layfield Committee which is inquiring into local government finance. The present financial system is unfair, it says.
