British Waterways has reopened the Leeds-Liverpool Canal to boaters.
The move follows liaison with agricultural and environmental consultants, and the Ministry of Agriculture Fisheries and Food.
But until further notice most rural towpaths will remain closed to users, such as walkers, anglers and cyclists.
Spokesman Alan Bates said: "We are committed to reopening as much of the network to boating as it is safe and prudent to do so, and we're contacting all our licence holders and holiday hire boat companies to keep them up to date about the reopening procedures.
"We know this has been a very difficult and testing time for everyone affected by the outbreak.
"British Waterways has received many messages of support and offers of help, which have been greatly appreciated. We are maintaining dialogue with those affected, as well as with MAFF advisors and local authorities."
