Plans to transform a village library into a community facility hinge on support from North Yorkshire County Council.
South Craven Community Action announced 18 months ago that it was spearheading a project to demolish the existing library at Cross Hills near Skipton to replace it with a larger building with more book space and other facilities.
These would include a computer room with internet access, meeting room and area for young people to meet. The public were consulted on ideas for facilities a year ago.
Now things are on hold until the project is backed by North Yorkshire County Council.
Milton Pearson chief officer of South Craven Community Action said: "A lot of background work has been going on. We are meeting representatives from NYCC Library Service to formulate a draft plan with a view to taking that to NYCC's cabinet."
Funding for the project would be sought from North Yorkshire, the National Lott-ery and other agencies.
South Craven residents will again be consulted on the plans once they are completed.
Mr Pearson said he hopes the village will have a new library in about three years time.
