Ian Banks believes the ITV Digital fiasco will bring football to its senses.
The Nationwide League are still pursuing their money with owners Carlton and Granada who have put the doomed sports channel up for sale.
But City number two Banks, below, reckons there is a big positive to come out of the TV cash row.
Banks said: "Football is changing and it's taken the ITV Digital situation to do that.
"It's been coming and people have said for a long time that the bubble will burst. It hasn't gone that far but this has certainly let it down - which needed to be done.
"Second and Third Division teams won't be buying players now and even the First might not go out and spend. Obviously the revenue won't be coming in and that's a shame - but it's unevenly distributed anyway.
"Hopefully clubs won't go to the wall but a lot haven't looked after the money. They are just using this as an excuse.
"It's a good thing because clubs will be on a more level playing field when dealing with players and their agents.
"If a player doesn't agree terms, there will be another one on the list who is just as good so you'll go for him instead."
