Surplus teachers could be used to improve the education of immigrant children rather than be made redundant, the chairman of the Commission for Racial Equality suggested yesterday. Mr David Lane told the annual conference of the Council for Local Education Authorities that there was also a need for more black teachers in schools. He said this would help to improve the rapport between minority group children and the teachers.
