Residents in Cullingworth face several more months of delays as Yorkshire Water carries out mains work.
Contractors for Yorkshire Water will be working in the village until the end of October as they repair and in some cases replace ageing 100 year old water mains pipes.
Project manager Mark Young says: "We have already started work in Keighley Road and we will be working in almost every street, and in some cases will be coming back to some streets.
"There are two mains on Halifax Road we will be working on several times in the coming months.
Parish councillor Liz Balding raised concerns about the confusing messages sent out to residents by Yorkshire Water, particularly about when work was to be carried out and when water supplies were being cut off.
Mr Young said that the complaints and information procedure had been changed over to a new system recently, but the problem had been recognised.
Councillor Dianne Marshall called on Yorkshire Water to resurface the roads, which she said currently resembled "patchwork quilts".
Mr Young said: "Highways have responsibility for resurfacing, but because of the magnitude of the project we will be doing full work reinstatements."
Villagers attending the neighbourhood forum asked for prior notification of road closures.
