A disabled man has set up a website chronicling his claims of the 'incompetence' of a council department.

Colin Chadburn, 50, from Drewry Road, Keighley, set up the site - www.staturegap.co.uk - to charter work on his house by Bradford Council's Home Improvement Service that has taken over ten months to complete.

Mr Chadburn, who lives with his wife, has a permanent disability. He does not use a wheelchair but when he is outside he relies on an electric scooter for mobility.

He said: "I was given a government grant for Bradford Council to carry out three jobs at my house. Basically the jobs should have taken around three weeks to complete - that was last September.

" I was certified as disabled last January. So some improvements were recommended including the installation of an external step lift to access the front door, an internal through floor lift and the removal of an existing bath and its replacement with a floor-level shower."

Mr Chadburn says that there were immediate problems with the work and he set up a website to chronicle his experiences.

"The website started as a place for me to vent my feelings really and have a moan and a groan. It was the only place I could document my complaints," he said.

"It started off as a bit of a joke but it's actually affecting my health now. The stress of having to deal with all this has been going on far too long.

"The work's finally done but there are still things wrong with it," he claimed.

The website lists the work that has been carried out on Mr Chadburn's home and catalogues a series of what he feels are botched jobs and repair work.

Problems with the external stair lift include it being cast too small, rusting after three weeks, being taken back for modifications and in total Mr Chadburn being without stairs or front access to his property for over two weeks.

He is also angry that an internal lift took two months to fit and was fitted in such a place that now means he can't fit a dinner table in the room.

It took one month to complete work on his shower and Mr Chadburn says that inefficient building work also caused the partial collapse of his ceiling and that water had leaked through the ceiling causing damage to his furnishings.

"You wouldn't believe this if it cropped up in a sitcom," added Mr Chadburn. "As things stand I genuinely feel that my family home has been invaded and ripped asunder without any regard for my feelings or my lifestyle at all.

"The sense of not being in control of even your own home just has to be experienced to be appreciated."

Mr Chadburn started his complaint correspondence with the council in May and has exchanged numerous letters.

He said: "It's three and a half months since I wrote my first official written complaint and nothing's been sorted. I have contacted the Ombudsman this week.

"I can't understand why it's gone on so long and I feel powerless. It's so frustrating. I've just had enough."

A council Home Improvement spokesman said: "We have apologised to Mr Chadburn for the length of time his improvement works have taken.

"However, we believe no-one from Bradford Council has suggested that any of these extensive house alterations would take three weeks.

"The delays have arisen through problems of co-ordination of all the contractors and sub contractors involved in the work.

"We have dealt with these problems as they arose and kept Mr Chadburn informed during the process. We have also responded to his complaints on more than one occasion."
