Wheelie bins for waste paper could be delivered to homes in Keighley.
A refuse recycling service, which already operates successfully in some parts of the Bradford district, is set for expansion.
The move -- made possible by a £825,000 grant from DEFRA -- is expected to be approved on Tuesday by members of Bradford Council's executive committee.
The bins would be for paper-only waste, including magazines and junk mail.
About half the households in the areas where the voluntary scheme already operates are taking part.
The Government has said that by 2005 a quarter of all household waste should be recycled. Bradford's current recycling rate is about 10 per cent.
Cllr Anne Hawkesworth, the council's executive member for the environment, said: "Our successful funding bid will enable us to offer a paper collection service to thousands more households in the district, and it reflects our commitment to a greener refuse service.
"The success of existing recycling schemes in parts of the district and public feedback show there is a high demand for refuse recycling."
