Social work had not a very good image at the moment, Mrs Lesley Matthews, organiser of the Bradford Family Service Unit, told Bradford Rotarians. People were often cynical about so-called "scroungers off the State". But there was still poverty mismanagement of money and families threatened with break-up as people slipped through the welfare net.
