Staffing levels at Keighley library could be chopped.
The proposed move is part of a district-wide review of manpower at all the council's libraries.
Keighley's main lending library may be staffed by just three people.
Currently, 17 employees -- four of whom are full time -- work at the North Street site.
But council chiefs say the reorganisation would bring benefits to the public, rather than adversely affect the service.
Opening hours would be extended and first-floor provision improved.
Bradford Council libraries chief Ian Watson said: "At the moment we are working with staff and unions on a review of staffing at all our libraries.
"Among the proposals put forward is a scheme to redeploy staff across our 31 sites to boost the services provided at our smaller branch libraries.
"At Keighley we are proposing to have at least three members of staff working in the main lending library at all times.
This will mirror proposed staffing levels at other busy libraries across the district.
"We would also increase the number of staff working on the first floor in the family and local history section to improve and develop this important aspect of the library.
"The changes would also mean that we could extend opening hours so Keighley library would be able to open on a Tuesday afternoon and evening. Currently it closes at 1pm. This will extend weekly opening hours to 55.5 from the current 49.5.
"In addition, we are proposing to revamp the existing internal layout this year to make better use of the space and create a more attractive environment for customers and staff.
"At this stage no decisions have been made and consultations are continuing."
