Planning officers have recommended 24 flats are built on a former tennis Court by a Brighouse school.
Landown has applied to build 24 two and three-bedroom homes at the junction of Knightsbridge Court and Parsonage Lane.
A report on the application, to be discussed by Calderdale Planning Committee tomorrow, states that the tennis court is in a very poor state of repair, has not been used for years and is no longer under the control of the school, so neither sporting facilities nor open space would be lost.
There are a number of protected trees within the site, which is also close to a number of Grade II listed buildings.
The Council has received 14 letters of objection to the scheme.
The report states: "It is not considered that disturbance arising from the use of bicycles or skateboards or any more general affect on the character of the area arising from the presence of younger people would be a compelling reason for refusal.''
