The increasing numbers of illegal immigrants who are imprisoned while a decision is made on their case is "a growing national scandal", Mr. Ian Martin, general secretary of the Joint Council for the Welfare of Immigrants, has said. Speaking at a meeting, he said that many were spending months in prison without having been charged or convicted, let alone given a custodial sentence.
