A woman claims she has been "betrayed" by Bradford Council after she was refused permission to run a cat centre from her home.
Brenda Satterley has vowed to fight on after the Council's area planning panel threw out her bid for planning permission - despite planning officers recommending approval.
Mrs Satterley, 55, who is already looking after 30 stray cats at her home in Allerton Road, Allerton, says she will appeal against the decision to the Secretary of State for the Environment.
Planners had recommended her application be approved if she restricted the number of cats to 25. But the panel of councillors refused on the grounds of inappropriate use.
Mrs Satterley, who has been rescuing cats for more than 30 years, said: "I feel betrayed. I take in cats from the Council's dog warden service and social services, as well as the police, but then they let me down."
Graham Hoult, of the Cats Protection League, told the meeting: "The quality of care that's offered, because of the volume of cats presented, is inappropriate and not of modern cat care standard."
But Mrs Satterley said: "The conditions are clean and the cats are very happy.
"I have a team of girls who come in every day to clean and disinfect."
Mrs Satterley was supported by Councillor Ann Ozolins (Lib Dem, Idle), who has visited her rescue centre.
The planning panel decided that, because it was a residential dwelling, it would have a negative impact on visual amenities.
