Bryan Robson hopes to get Jason Gavin's red card overturned.
The City boss wants to write to the Football League and send a video of the Wigan game to protest against the sending off.
But Robson is unlikely to succeed because Football Association rules do not allow for appeals against dismissals for two bookings, unless it is a case of mistaken identity.
Robson is still fuming about referee Andy Penn's punishment and feels neither incident warranted a yellow card.
He said: "When Jason got booked in the first half it wasn't even a foul. I've replayed it on the video several times and it's not even a free-kick never mind a booking.
"The second one was a terrible decision by the ref. He pulled up Simon Francis for a handball but rather than talking to him he was actually looking for Jason.
"He had picked the ball up and only walked a couple of yards. I know Jason threw it down to the ground but the referee had already made his decision that he was going to send him off.
"It cost us the game because we were coping with Wigan comfortably. They were getting frustrated and the crowd were starting to get on their backs a little bit.
"It was the perfect scenario in an away game to maybe go on and win it in the last 20 minutes. But when the referee stepped in and sent off Jason it was backs to the wall.
"The referee had a big influence on the outcome.
