The future of the former Brighouse Town Hall will be discussed this week.
Calderdale Council wants to sell the building, which has stood empty for more than a decade.
Costs to carry out essential repairs and to make the building accessible to the disabled, coupled with an expected low-level rental income, could leave the Council £450,000 out of pocket over the next two years.
Consultations were held earlier this year over the sale and no objections were received.
But since then ward councillors and Brighouse Civic Trust have opposed the sale.
The matter will now be discussed by the Council’s regeneration and scrutiny panel on Wednesday.
