Leeds Council received the second highest number of complaints to the Social Care Ombudsman among all 36 of the UK's metropolitan councils between April 6, 2023 and April 5, 2024, according to analysis by Legal Expert.

The council was subject to 211 complaints in total during the period.

The majority of complaints lodged against the council were regarding education and children’s services.

More than 3,500 official complaints against metropolitan councils were made to the Social Care Ombudsman during the period.

The Social Care Ombudsman handles complaints where the initial outcome is not considered satisfactory by residents.

The second most common complaint among Leeds residents during the period was housing, which saw 37 complaints lodged.

Other subjects complained about were adult and social care (28), environmental services (28), planning and development (17), and highways and transport (11).

Of the complaints, 42 were upheld and another 37 were referred back for local resolution, while advice was given in another 19 cases.

Some 67 complaints were closed after initial enquiries, meaning there was no case for the council to answer, while a further 9 were not upheld.
