Cllr Rizwana Jamil (Lab, Bowling and Barkerend) owns the Jamil Mini-Market alongside her husband Jamil Akhtar, who runs it with his two brothers Munir Akhtar and Jahangir Akhtar.
Cllr Jamil said: "It's shocking. I can't register what's happened.
"We found out about it when one of the two families living upstairs contacted in the early hours of this morning.
"They are a family of five and they were quite shaken up by it. They evacuated and we re-homed them.
"They were very fortunate.
"The others evacuated themselves. I don't think there were any injuries."
Jahangir had been doing renovations on the mini-market building.
He said: "I'm quite devastated by what's happened. But I'm also concerned about what this means for the locals."
Cllr Jamil added: "We're a family business. We've owned the mini-market for 10 years but we've been partners with the previous owners for 20 years before that.
"We've spent a lot of renovating it and got it just about to where we wanted it."
Family friend Banny Hussain said: "It's a really busy and well-established business in the local community.
"They're a hard-working local family and it's one of the most trusted shops in the community."
Mr Hussain said he spoke with Jamil Akhtar about the damage to the building.
"He said he seen the police car inside the building.
"It had collapsed the outer wall if the building and there was debris all over the place"
