TWO new Assistant Chief Constables have joined the West Yorkshire Police Chief Officer Team on a permanent basis from today (Monday, January 30).

ACC Pat Twiggs takes the lead on Crime and Criminal Justice, while ACC Damien Miller holds the portfolio for Local Policing & Safeguarding, roles they have previously held on a temporary basis.

Welcoming both to the team, Chief Constable John Robins, QPM DL said: “Pat and Damien have a wealth of policing experience in a variety of roles and will steer policing activity in these key areas, as well as providing further stability in the leadership of the organisation.”

ACC Twiggs joined West Yorkshire Police as a Detective Superintendent, on transfer from North Yorkshire Police in 2008.

He has worked in various roles in both forces, including as Head of Intelligence at the then Northeast Counter Terrorism Unit and Head of Crime in Leeds District.

In 2014 he was the ground commander for the Grande Departe and Stage 1 of the Tour de France.

In 2016 he joined Protective Services (Crime) as Head of the Homicide and Major Enquiry Team (HMET), before taking up the Head of Serious and Organised Crime portfolio as Detective Superintendent, followed by a position as Detective Chief Superintendent Head of Crime and Head of the Yorkshire & Humberside Regional Organised Crime Unit. 

In September 2021, he became the Temporary ACC for Specialist Crime and Regional functions, which include Yorkshire and Humber Serious Organised Crime, Counter Terrorism Policing North East and Regional Scientific Support, before taking over his current portfolio on a temporary basis in July 2022.

ACC Twiggs said: "I'm delighted to have been appointed the Head of Crime and Criminal Justice which for a Detective is the pinnacle of my career. I'm looking forward to helping  deliver improvements to the service we provide to the public and the outcomes for victims of crime to keep the county a safer place for everyone."

ACC Miller started his policing career in West Yorkshire in July 1997 at the then Millgarth Division, spending the first five years of his career as a Patrol Officer.

He has served in a number of roles in Leeds, including the then Major Crime Unit based in Horsforth, which later became Crime Division. He was part of the 'Street Offences Team', dealing with street robbery and on street drug dealing. 

He returned to Patrol as a Sergeant on his old team in August 2004, and following the tragic 7/7 bombings in London in 2005 and Holbeck Neighbourhood Policing Team in July 2006 to help build on community resilience and links with Policing. 

He joined the Local Policing Department at HQ in 2011, moving the following year on promotion as Chief Inspector at Bradford South. 

In November 2017, ACC Miller moved to Corporate Services in order to lead on the Neighbourhood Policing Review.

He was promoted to Chief Superintendent in June 2018 as Director for Corporate Services and has also served in Leeds District as District Commander, from April 2020.

In September 2022 he was appointed as temporary Assistant Chief Constable for Local Policing & Safeguarding.

He said “I am absolutely delighted to be staying in West Yorkshire Police, the Force where I started my policing career and will continue to help improve the service which we deliver to the communities of West Yorkshire.”
