A retired Bradford police chief says the Home Secretary's decision not to backdate a pay increase for officers has left the service at an all-time low.

Former Chief Superin-tendent Phil Read said it had major implications.

Mr Read, who was divisional commander for Bradford North Police between 1999 and 2004, said hard-working officers in the county had turned a failing force into the most improved in the country.

He said: "The Chief Constable is moving to make further improvements. But the morale of the force has been severely dented.

"This decision shakes to the core the trust the police have in the Government and its annual pay negotiation processes."
