Kirklees Council Highways has warned contractors that they must always have a licence to carry out work to the area's roads.
The call comes after a man was found guilty and fined for digging in the road.
A member of the public had called the Council after being concerned about the safety of some work being carried out earlier this year.
A Council inspector found that part of the hole, which was more than two metres deep, was supported only by a house door.
And when the hole was filled in, not enough surfacing was used and it began to sink.
Further investigation found that the contractor was not properly qualified to carry out street work and he was prosecuted.
Contractors were warned they needed to get a Street Works Licence.
