Proposals for the new Park Lane College Keighley campus in Dalton Lane are due to go before Bradford Council's regulatory and appeals committee next week.
The application was recommended for approval by Keighley Area Planning Panel last week.
If the regulatory and appeals committee accepts the proposals next Wednesday they will then need to be referred to the Secretary of State.
In agreeing to the application, the planning panel imposed conditions designed to handle anticipated increases in vehicle and pedestrian traffic in Bradford Road and Dalton Lane.
The college says the new building should secure and create 380 full-time and 120 part-time jobs, and be fully operational by September 2010.
The building will incorporate a glazed atrium and have its own car park, with 170 spaces, 65 of which will be reserved for people using the neighbouring railway station.
