Trade unions and City Hall bosses met yesterday over Bradford Council plans to cut more than 400 jobs.
A joint statement said: "Considerable progress was made in constructive discussions. A framework document has been left for trade union consideration.
"The objective of this framework is to establish a process whereby the workforce reductions can be achieved.
"The trade unions anticipate being in a position to respond early next week. The Council and the unions have agreed to meet again on Friday, Jul 13."
The Council intends to cut the 408 jobs in middle management and administration posts in what chief executive Tony Reeves described as a streamlining process to provide greater efficiency and value for taxpayers' money.
