Bradford Council's handling of a planning application for an extension has been criticised by the local government watchdog.
The complaint relates to permission given to two neighbours to extend their homes. Both were subject to conditions requiring obscure glazing.
One of the applicants asked for the condition to be lifted in their case, and the Council tried to do this by making a minor amendment to a decision notice already issued, something they have no power to do. On top of this they did not consult the complainants.
The Ombudsman found that injustice had been caused by maladministration by the Council and ordered it to pay £600 to the complainants for their time and distress.
The Council has three months to inform the Ombudsman what action it will take.
