Action is being taken to open an historic Keighley footpath which has been blocked for years.
Bradford Council has ordered the landowner to remove obstructions in Becks Road, Keighley.
It follows a campaign by councillors and residents over the right of way, which links Oakworth Road with the Fell Lane area.
Councillor Jan Smithies, whose Keighley West ward includes the route, said: “It is a shame negotiations have come to nothing but I welcome the fact that hopefully we will now get this obstruction moved.”
Coun Smithies said the landowner would now be given until June 30 to clear the footpath, and if nothing is done the council would be able to remove the obstruction and recover expenses.
The council confirmed it had issued a Section 143 notice but declined to comment further.
