Major savings in Labour’s 2014/15 budget include:

Adult care and community services

  • Introduce a charge of £3 per week for a community alarm service, which will bring in £278,000 in the next year.
  • Withdrawing from direct provision of older people’s social day care over the next three years, with the independent or voluntary sector, saving £287,000 in 2014/15 and £617,000 in 2015/16.
  • Deleting unfilled posts from mental health assessment and support, saving £240,000.
  • A saving of £1,043,000 in domiciliary care by working closer with the voluntary sector.

Children’s services

  • Removal of council contributions to outdoor learning centres, saving £40,000 in 2014/15 and £32,000 in 2015/16.
  • End council funding towards school uniforms for disadvantaged families, saving £465,000. The allowance will now be provided by the Bradford Schools Forum.
  • Move early childhood services from four locations to two – £500,000 in savings in 2014/15 and £1,200,000 in 2015/16.
  • Removal of discretionary transport to faith schools, saving £220,000 starting in 2014/15.

Regeneration and culture

  • Ending the mobile library service and continuing to transfer library services into “co-located” venues. This will create £330, 000 of savings in 2014/15.
  • The number of festivals receiving council funding will be reduced, with savings of £24,000 starting in 2015.

Environment and sport

  • Reduction in numbers of ward officers, saving £100,000 and community wardens, saving £200,000.
  • Reduce parks and woodlands staff in winter months and engage with community organisations to create “self help models” to maintain sports and club facilities – £75,000.
  • Stop producing “Community Pride” magazine and reducing corporate printing and marketing costs – saving £375,000.
  • Staffing changes will lead to savings of £7.865m in 2014/15 and £12.957m in 2015/16.

Saved from the originally proposed cuts

  • Ilkley Manor House Museum, which will remain open for another 12 months until its running can be transitioned to community management.
  • The Library Home Delivery service will be re-instated.
  • Support from West Yorkshire Police and Crime Commissioner will allow Police Community Support Officers to remain funded at their current levels for two years.
  • Children’s Centres will remain open at their current levels for at least 12 months.
  • The free city bus will remain running for a further year.
