A super-council could be formed across West Yorkshire to make county-wide decisions on transport and economic development.
The combined authority would not take powers away from Bradford Council, but would draw power and money down from central Government. It would also take on the role of the local transport authority.
Establishing a combined authority across Bradford, Kirklees, Leeds, Calderdale and Wakefield is a condition of the Leeds City Region Deal, which comes with a £1.4 billion investment in local transport, highways and infrastructure. All five councils must agree to the plan if it is to go ahead.
Councillor David Green, leader of Bradford Council, said: “We have far greater potential to achieve our aims by working together with other authorities, although we will also remain vocal in our own right and continue to push Government for support for Bradford which is outside the City Deal and the combined authority.”
Executive members at Bradford Council will decide whether to back the plan on Tuesday.
