Whetley Hill Resource Centre will remain open but with a new organisation owning the building and running services from it, Bradford Council has recommended.
If approved at a meeting of the Executive on Tuesday, the Council would go through a tendering process to allow organisations with a good record in transforming services to bid to run Whetley Hill.
The new organisation would own the building and run services from it but they would need to demonstrate a viable and sustainable business case and meet all the requirements of the Council.
A report to the Executive will outline the options available for the long term future of the centre, a day service for people with physical disabilities.
The proposal comes after it was agreed to review Whetley Hill Resource Centre in February 2011.
Whetley Hill is likely to be funded by the Council to begin with but this funding would go down year-on- year as the new organisation sets itself up and can bid for additional funding.
